#6 limestone is clean, quarter-size crushed limestone with the dust washed out. Without the fines it doesn't pack down, so it stays loose and lets water run right through. The pieces are still jagged, so they knit together underfoot instead of rolling around the way smooth gravel does.
That mix of clean and angular is why it gets used so many ways. It's a driveway topping over a packed base, the stone you fill a French drain or drainage trench with, the surface on an RV or equipment pad, and a tidy walkway stone. No, and that's the point. The dust is washed out of #6 so it stays loose and drains instead of locking up. If you want a hard packing base, you want #411 or #304 underneath, and #6 on top.
